If there's a name for this kind of buckle I'm unaware of it so I'm going to call it a "frog style belt buckle fastener". It was made in the 1930s and has two circular ends made of celluloid with loop shanks to sew to the fabric. Each has a decorative silver tone rosette in the center. The hooks and chain are brass. This would be great for the collar of a cape or for a coat closure.
Signature: Unsigned
Measurements: The "buttons" measure 1 5/8" in diameter without the hooks, the full length when connected by the chain is 7 1/2" wide.
