This is an Art Deco rhinestone tennis bracelet made circa 1930. The blue rhinestones are open backed and have deep blue color and an octagonal table. The stones are prong set on a sterling silver setting. It has an interlocking slide clasp and a safety chain with an old style spring ring clasp, which, if you haven't seen one before, opens counterintuitively. This looks like the work of Wachenheimer Brothers or Diamonbar but is only signed sterling. The safety chain appears to be just silver plated and is worn through to the base metal.
